- Make the Filling: Combine packed brown sugar, cornstarch, and cinnamon in a bowl. Mix well.
- Roll Out the Dough: Preheat oven to 350°F (175°C) and line baking sheets. Roll out one chilled dough disk to ¼ inch thickness. Cut into 3×4 inch rectangles.
- Assemble Cookies: Place about 1 tablespoon of brown sugar filling onto half of the dough rectangles. Cover with remaining rectangles and press edges to seal with fingers or a fork.

- Prepare Icing: Mix powdered sugar with milk until smooth. Drizzle over cooled cookies and add sprinkles if desired.
